Taggart Outfall Sewer Repair Project: Design nearly complete

Environmental Services has nearly completed design on a project to repair about 3,700 feet of the 110-year-old brick Taggart Outfall sewer so that it can operate for another hundred years. This project will allow the Taggart Outfall sewer to property perform its role in protecting public health, water quality and the environment.

We have pushed out the construction start date to the summer of 2018 to coordinate Taggart Outfall sewer repairs with the Southeast Interceptor Sewer Repair Project (https://www.portlandoregon.gov/bes/68796). Because crews can work in the Outfall pipes only when the weather is dry, completion may require nighttime work or a second construction season in summer 2019. We will notify you if we determine that nighttime work will be necessary.

We’ve completed our drop-in site visits and survey of business needs adjacent to the construction zones. If we haven’t dropped by your location and you’d like to talk with us, please contact us to schedule a visit. We will continue to work with businesses and residents to discuss business operations, special events, disability issues, medical or business deliveries, and other concerns you may have.


  • Between now and the start of construction, you may see engineers performing field surveys of the manhole access areas. The measurements they take should not have any adverse effects on traffic.
  • The project team is planning for seven ground access locations at manholes in the project area. Be sure to check out the project map for updated locations and work zones. 
  • Accessing the sewer line through manholes will require temporary lane closures, adjacent staging areas for materials and equipment, and other traffic restrictions around the man
