<p>Randy Lauer opened the meeting and introductions were made around the room.<span id="more-161"></span></p>
<p>Graffiti Update – Marcia Dennis<br />
Marcia stated that the last collaborative cleanup of the year is this Saturday.  She needs volunteers.  This time she was contacted by Romeo at VOZ.  There will be day laborers volunteering for this cleanup.</p>
<p>Some of the locations that will be cleaned are:  Coast Auto Supply, Alexis Foods and Hoffman Group.  Both Youth Employment Institute (YEI) and Goodbye Graffiti will be on hand that day also.</p>
<p>Marcia said that dumpsters all over the city get hit hard by graffiti; and Goodbye Graffiti will be cleaning dumpsters.</p>
<p>She said that she has been subpoenaed for a trial for a prolific tagger whose tag was “SOIL”.  The case is going to the Grand Jury today.  This offender has been tagging for over three years.  He started as a juvenile with tags “IGLO”, “GROC/GROK”.</p>
<p>Marcia indicated that she is stepping up letters to owners of the poles that have been tagged – PGE, PP&#038;L, Verizon, City of Portland.  She said that someone has been arrested.</p>
<p>She said that, if she is able to get information on a pole tagger, she sends an e-mail or a letter to let them know they are in violation.  In most cases when they receive the letter, they state that they had no idea they were violating any laws.</p>
<p>Marcia has also met with the city attorney regarding the “Foyer” stickers going up all over town.</p>
<p>DA Office Update – Jenna Plank<br />
Jenna informed us that all “quality of life” sites (campsites, etc.) come through her office.  The citations are down for this month for erecting structures.</p>
<p>She is also the backup for park sites, trespassing and drinking in the park.  She stated that alcohol on public sites is way up this month – approximately 50%.</p>
<p>Jenna thanked the gentlemen from PPI for the good job they have done.</p>
<p>She also mentioned there being lots of garbage along the railroad tracks.</p>
<p>Regarding the “side” day-laborer areas – 6th and 7th and Ankeny, Jenna said there are lots of drug deals going on.  She requested that if we see a drug deal going down, please call her.</p>
<p>Law Enforcement Activity – Officer Mike Castlio and Lt. Bob Heimbuch<br />
Regarding the recent drug mission, three arrests were made.  They will continue to watch and make arrests.  Even when arrested, the dealers are right back out the next day.</p>
<p>Mike said that there have reports from a couple of businesses where a black man has entered their businesses looking for cash.  With no one around, he will search bags, drawers, etc.  If seen, he says he is looking for work.  His description is:  Black, approximately 40, five foot ten inches, think, clean-shaven with corn-rowed hair.  Mike said he thinks they arrested him about a year ago up on Hawthorne.</p>
<p>Mike said that thievery and burglaries will probably increase due to the time of the year.</p>
<p>He stated that the big camps on ODOT property down by the esplanade are gone.  Some have been located in other areas of town.</p>
<p>Mike indicated that a car prowler was caught down by Tazo Tea.  It was a black woman using a slim jim.  She had purchased it at City Liquidators.  As soon as the police approached City Liquidators with this information, they pulled them off the shelves.</p>
<p>Lt. Heimbuck said there has been a personnel change.  The replacement for Susan is Julian Carroll.</p>
<p>He talked about Sunday evening drum circles and fire dancers down by the esplanade.  He said it is an unruly group.  There will be an increased police presence attempting to get a handle on the situation.</p>
<p>Open Forum<br />
Bert thanked Cliff Madison and the other officers that make up Portland Patrol, Inc.   The mission has ended, because we ran out of money.  CEIC is working on the Business Improvement District to come up with more funds.  They are hoping to have PPI come in along with Clean and Safe.</p>
<p>Terry Taylor indicated that they need 67% of the businesses to approve the proposal.</p>
<p>Cliff stated that they will continue to the 25th as a good will effort.  They realize they have made a difference and would like to do more.  They are getting a lot of thanks from business owners.</p>
<p>John Larkin thanked CEIC for the opportunity to work this area.  He said that the owner of Gatto Produce has volunteered one of his trucks in the event PPI would like to do a sting of graffiti taggers.  He suggested that business owners go to the City Hall meetings to voice opinions and concerns.</p>
<p>Jenna said that downtown has the sit/lie ordinance.  That is the product of businesses attending City Hall meetings to express their concerns for downtown.</p>
<p>Marcia stated that the prolific “Outlaw Crew” has tagged all of Gatto Produce trucks.  She has spoken with Augie Gatto numerous times regarding his vehicles.</p>
<p>Lt. Heinbuck said that, before every city council meeting, there is a free time when people can sign up to talk about anything.  He said that you have a captive audience, and it works.</p>
<p>Lt. Heimbuck invited Valerie Chapman to come in today to talk about issues surrounding the St. Francis zone.  St. Francis is not just a transient magnet.  They also provide some good services.</p>
<p>Valerie said that St. Francis continues to serve dinner to approximately 150 to 200 people six days a week.  They open at 10:00 as a day shelter, and can bring their belongings.  People can come onto the property earlier, as long as they behave.</p>
<p>She indicated that there is a security guard on staff at the church, which has been a stable force for providing security on the premises.</p>
<p>She said that at times there has been difficulty with people blocking sidewalks.  Some have been excluded from St. Francis for trespassing, drug dealing, etc.</p>
<p>She stated also that they have hired a new staff person who is dealing with people from low income population and mentally handicapped.</p>
<p>Also, they have opened the Catholic worker house on the property with a mission of hospitality – providing shelter for terminally ill.</p>
<p>The next meeting of CPAC will be Thursday, November 20, 2008. </p>

Bert Geiger opened the meeting and introductions were made around the room.</p>
<p>Graffiti Update – Marcia Dennis<br />
O.N.I. held the first collaborative neighborhood cleanup with Northwest District Association.  Seven more are planned between now and October.</p>
<p>Marcia said she would like to put together a committee to pull litter from utility poles, etc.  PGE is interest in working with Marcia and the committee.  If interested, please contact Marcia.</p>
<p>Next week a fellow from No Graffiti Network will be coming to look at a new web based database.</p>
<p>Marcia has designed a new Crime Stopper Flyer (smaller) that is being used by some of the apartment complexes.  If you are interested in having one of these flyers, please contact Marcia.</p>
<p>Beginning today, the monthly task force meetings will be held alternately at Southeast, East and Northeast Precincts.</p>
<p>According to Marcia, graffiti is thriving!  If you find that your property has been tagged with graffiti, take photos, then contact the graffiti hotline and report the incident to the police.  </p>
<p>Marcia had a meeting with a woman in the Seattle Parks Department who has an interest in a variety of jurisdictions regarding dealing with graffiti.</p>
<p>Marcia reported that several cities in East County are planning to implement the spray can ordinance.</p>
<p>DA Office Update – Jenna Plank</p>
<p>Jenna stated that two graffiti offenders had been arrested last week and are being prosecuted.  Presently, there is more attention being paid to graffiti and graffiti offenders.</p>
<p>Jenna issued over 50 cases in the past month regarding transient issues.  The DA’s office is reviewing all cases.  If the offender does not appear for arraignment, a warrant is issued for his/her arrest.</p>
<p>Neighborhood Enforcement Team (NET) – Sgt. Larry Graham</p>
<p>Sgt. Graham of the Neighborhood Enforcement Team will be focusing on whatever issues are prevalent in the area.  He arrested four graffiti offenders and closed down a drug house.</p>
<p>He is doing a month-long (at least) mission re transient issues. There has been a lot of pushover from downtown.  He is focusing on tents, lean-tos, mattresses, etc., places where structures are being erected.  He is not citing them at this time, but giving them options and resources for help.</p>
<p>Sgt. Graham began one and one-half weeks ago at SE 10th and Oak, were there were seven to eight campsites.  As of this morning, there was just one tent still there.</p>
<p>Burg asked about the mix between transients vs. illegal immigrants.  Sgt. Graham said he had not run into any illegal immigrants.</p>
<p>He said that the main reason some people are still on the streets is that they refuse to give up their pets or their alcohol or their drug addition, so they are unable to get into the shelters. He said that Officer Castlio had put up the no camping warning signs.</p>
<p>Law Enforcement – Officer Mike Castlio &#038; Lt. Bob Heimbach</p>
<p>Mike said that transient issues are not unfamiliar to any of us.  He needs ideas from the community regarding how to solve the problem.  He said that the call load is so heavy, they don’t have the time to sit and solve a problem; this needs to be an ongoing community effort.</p>
<p>He stated that the big camps are the ones that draw the most attention.  And, until we get the funding we need, the police are just pushing the problem from one area of town to another.</p>
<p>He said he certainly sympathizes with the people in the community.  And he invited anyone who might be interested, at anytime, to come out and ride around with an officer.</p>
<p>Mike said that his partner had worked with Metro on an Inter-Governmental Agreement where convict crews would respond to camp cleanups.  Metro is trying to push the agreement through the city attorney’s office.</p>
<p>Mike invited Randy Reagan from Quadrant to present at our meeting next month the great camera security system used by Quadrant.  Police have been able to identify some violators through his photos.</p>
<p>Mike also pointed out the enormous amount of paperwork that needs to be done on each case, which is keeps officers off the streets.<br />
He again admonished that we keep a lookout around our area, to pick up building materials, pallets, etc, to discourage transients.</p>
<p>Mike introduced Lt. Bob Heimbach, who replaced Lt. Vince Elmore, and identified the folks Lt. Heimbach is responsible for:  NRT, NET, detectives and ID theft folks.  Lt. Heimbach has been in Southeast Precinct a little over a year.</p>
<p>Mike reiterated what Sgt. Graham has stated, that Central Precinct has squeezed transients from that area over to our side of town.</p>
<p>Service Coordination Presentation – Bill Senate &#038; Jeff Meyer</p>
<p>By way of introduction, Bill said that he retired from the Portland Police Bureau two years ago.  Central Eastside Industrial area was his district, so is very aware of campers, drug dealers, etc.</p>
<p>He went to work for the Portland Business alliance’s Clean &#038; Safe program.  A lot of the PBA members were former police officers.  They have discussed a lot of solutions, but solutions cost money.</p>
<p>Bill said that the shelters are full; approximately 150 men will be put on the streets in downtown Portland due to the closing of the winter shelters.    </p>
<p>Bill was hired back to the police department on the Service Coordination Team.  Bill said he deals with street people with criminal behavior, not just because they are homeless.</p>
<p>Bill and talked about Project Access, which targets chronic offenders – people like the man that was arrested over 40 times in a three-month period.  The “top 35” are identified and put on a list.  There are lots of officers walking the beat, taking these offenders to jail.  When they get out, the officers strongly suggest that they get into drug rehab or alcohol rehab, etc.  </p>
<p>Bill said, “We can’t force them to get off drugs, to get help, but we can help motivate them to do so.”  Those who refuse or do not go into a rehab program then go to a “top 400” list.  The next time that person is arrested, his name jumps to the “top 35” list again, and the cycle continues.</p>
<p>Bill stated that, because of this program, the crime rate in downtown Portland has decreased.  The program is and continues to be successful.</p>
<p>Jeff Meyer talked about the worst offenders that are now better.  </p>
<p>He said that “the old system is broken – 2% of the offenders are doing 80% of the drug crimes in downtown.”  The courts don’t have the resources to prosecute.  The offenders spend one to three days in jail.  This program has the ability to stabilize behavior and outsource the offenders immediately to housing and treatment.</p>
<p>Jeff described what his group does and how they have reduced the recidivism rate – a 71% reduction in a 21-month period.  The impetus behind the Service coordination Team is the result of the deletion of the drug free-zone.</p>
<p>Jeff said that, when there was a drug-free zone, when a person was detained on suspicion of drugs,<br />
less than 15% of the time would the police find a crack pipe, drugs or crack pipe residue.  Now it is 100% of the time.  Having a crack pipe with residue is now a felony.  A particular offender can be “zoned out” of a particular area post-prosecution.  </p>
<p>Jeff is working downtown, Northeast and Southeast.  He and his team are hunting the 2% doing the 80% of the crimes.  Offenders are held in jail for three days; then in a rehab facility for six months to get clean and learn “how not to be a criminal.”  They are then outsourced into housing.  </p>
<p>They have found that a large proportion among the offenders have gotten better.  And it is so much cheaper to deal with the illness or addiction than the cost of jailing.  And it is successful.  The County Commissioners have wholly voted for this program and funded it for the first six months.  And it is already in the budget for the continuation through 2008/2009.</p>
<p>There was a question regarding how we (CEIC) can help. </p>
<p>Jeff answered that we should acknowledge the successes when they come into our area.  There are different treatment models for prostitution and alcohol.  But they are “managing the behavior” of the 2% doing 80% of the crimes.</p>
<p>Parking Enforcement – Susan Lathrom</p>
<p>In January, the Parking Enforcement began to educate people on parking correctly.  People with the Zone G passes are getting the most citations, for parking in 15 or 30-minute time zones, blocking fire hydrants, etc.  So far it has just been educational.  Starting in about 60 days, more strict parking enforcement will begin, and tickets will be given.</p>
<p>Open Forum</p>
<p>Christina Albo, with Resolutions Northwest, talked about the “Good Neighbor Agreement” process with the new day laborer site at MLK and Everett.  She is dealing with concerns from anyone in the immediate (two block radius) area.</p>
<p>Burt asked Randy Reagan from Quadrant to bring whatever information he has that has been successful to next month’s meeting.</p>

Michael Chan. </p>
<p>Terry passed out proposed brochure and asked for comments. </p>
<p>Introduced Board members and thanked for attendance, </p>
<p>Diana introduced herself and discussed what she and Karen will be doing in their roles<br />
replacing Pat Fuller who has retired. </p>
<p>Eleanor Davis discussed business recruitment – using lists to identify businesses who can<br />
be recruited by members of committee.  Sale Genie identified 1,100 businesses, 213<br />
current members.  Looked at what we are currently doing to recruit members.  Look at<br />
budget, is there one.  Discussed surveys.  Passed out marketing outline (attached).   </p>
<p>Eleanor could use help assembling information on history of district. </p>
<p>Survey exists, Pamela hopes to get it out to folks next week. 28 questions, many<br />
comments included.   Pamela will send out, pete will convert to pdf and send to Terry </p>
<p>Because of survey process, business database has been worked on and is very inclusive.<br />
Dan suggested people take assignments of territories i.e. 3-4 blocks to cover.  Eleanor<br />
will connect with Marisol and Michael to get databases.   </p>
<p>Mention grant and how Eleanor’s ideas play into prep for grant application – use grant +<br />
tagline to increase CEIC exposure.  Recognize oldest business in district?   </p>
<p>Bob Rodgers mentioned Textronics was started on SE 7th and Madison.  Fred Meiers,<br />
Franz Bakery, McMenimen’s, older companies from district survey. </p>
<p>Grant Ideas – Historical Signage/plaques </p>
<p>APNBA Grant coming up, would like to use it to spread awareness of CEIC.  Pete will<br />
attend orientation again.  Need to do a better application this time.  Should coordinate<br />
with Eleanor’s marketing ideas.  New Director, Dan just met &#8211; John Torino came from<br />
Parkrose Organization.  </p>
<p>From APNBA’s website: </p>
<p>The APNBA offers the grants as seed money for projects to improve business capacity and vitality<br />
in Portland’s many business districts.  The grants should be for projects that create a positive<br />
impact through job creation, business enhancement or improved communication.  Projects must<br />
be completed in six months.  Eligible uses might be physical projects, events, business education,<br />
business capacity building or marketing. </p>
<p>Eligibility is limited to Portland business district associations, business associations, small<br />
chambers of commerce, and non-profits with a business project.  Requests postmarked after the<br />
due date will be returned unopened.   </p>
<p>The APNBA Business Vitality Grant is funded and administered by the Alliance of Portland<br />
Neighborhood Business Associations (APNBA) from a City of Portland grant.   </p>
<p>II. CRITERIA </p>
<p>a) The maximum grant is $4000.00.  Applications must indicate an equal or greater<br />
match in funds, in-kind donations, and volunteer time, preferably from businesses<br />
and business districts.<br />
b) The project provides a business benefit/improvement.<br />
c) The project is consistent with existing city/community plans for the area.<br />
d) The project does not require on-going funding, particularly for staff support.<br />
e) The project should be supported by nearby organizations and/or property owners.<br />
f) The project can start within 60 days of funding and can/will be completed within six<br />
months.<br />
g)  If the project requires agency permission or approval or financial commitments from<br />
businesses as part of its match, letters of support and/or a preliminary list of<br />
committed businesses must be attached.<br />
h) A photo or slide of the completed project, if applicable. </p>
<p>Next steps on recruitment – get map, directory and list of businesses (databases), decide<br />
on package.  Ask for permission to add companies to CEIC email blast, </p>
<p>Brochure suggestions: map, fax number, application, member quotes, CEIC<br />
accomplishments, look at survey for hot button issues.  Push/advertise quarterly<br />
meetings, how does CEIC work – meet every so often, qtrly meetings, committees, issues<br />
worked on, i.e. land-use committee works on ____ and meets ____.  What to do when hit<br />
by graffiti?, CPAC,  </p>
<p>Does CEIC take CC’s? Yes, could also use PayPal for processing member applications.   </p>
<p>Michael needs CEIC Treasurer to set up Pay Pal, or something, Peter Norman with US<br />
Bank is Treasurer.  CEIC already has merchant account but this would require security in<br />
terms of not holding on to member’s CC #, Pay Pal would not require additional security<br />
but would have per use cost of 3-4%.  Most businesses are not pay pal members.  Take<br />
applications on website was approved, Michael will report back on whether we can also<br />
take funds at that time for Visa and MC.   </p>
<p>Terry should contact Sam Adams office to get quote for brochure. </p>
<p>New businesses who completed survey will get free 1st year membership along with<br />
welcome letter (Terry to draft) and brochure.   </p>
<p>Tim mentioned that Opus MOU with PDC was not extended (Burnside Bridgehead). </p>
<p>Next Networking tour will be at @Large Films (NE 8th and Couch) with Juliana Lucasik<br />
on March 21st.  They are shooting film for Nintendo WII and will have demonstrations.<br />
Terry needs to get message out through email blast, quarterly meeting, next newsletter<br />
goes out after meeting.   </p>
<p>Is it possible to get postcards of invitations to networking events for people to hand out? </p>
<p>Pamela or Terry will get list of new members to Diana.  Diana will check against<br />
Quarterly Meeting RSVP’s and get Dan a list of names to acknowledge and thank and<br />
meeting. </p>
<p>Dependable Pattern Works would love to hold tour, Bob will follow up. </p>
<p>Michael mentioned that most important thing he would like to see worked on is email list<br />
that is user-managed.  Recipients opt in and out of receiving email blast.  Terry to get<br />
back to Michael on Board’s approval. </p>
<p>From now on meetings will start out with check-ins on recruiting efforts.  Who has talked<br />
to who, what is the progress/outcome </p>
<p>Meeting notes will include report on efforts – template to be discussed at March meeting </p>

Membership Drive – working document<br />

<p>Situation Analysis<br />
The CEIC membership is not increasing. To be a strong active community committee<br />
with influence on the way the District develops over the next decade, we need to increase<br />
membership and thus unifying business and property owners in to a strong voice with a<br />
common goal. The challenge set forth is defining what is that common goal and how to<br />
increase membership.  </p>
<p>The marketing committee bounced around a number of ideas designed to increase<br />
awareness of the CEIC and eventually drive new membership. Originating with the idea<br />
of a holiday shopping theme, we have moved away from this plan as the occupancy of<br />
the CEID is too diverse to unify under a retail-marketing concept. Thus the new direction<br />
is a grass roots approach by members to recruit new members via a systematic contact<br />
approach. </p>
<p>The following is a working document to help the committee members of the CEIC<br />
formulate and execute a membership drive plan.  </p>
<p>Goal<br />
To increase membership of the Central Eastside Industrial Council through out 2009 and<br />
beyond. </p>
<p>Strategies<br />
• Get the message out on what the CEIC is, why it exists, what strong membership can<br />
do for the district.<br />
• Clearly define why every business owner and property owner should be a member.<br />
• Re-invigorate what the CEIC is doing and why. </p>
<p>Tactics<br />
• Review current new membership tactics.<br />
• Define what (if any) budget exists for marketing materials<br />
• Learn about the District by reviewing survey information from past survey and from<br />
current survey.<br />
• Define the mission statement of the CEIC and its vision.<br />
• Create a one page marketing brochure that highlights what the CEIC is: mission<br />
statements, goals and successes, why and how to join, benefit for new members.<br />
• Create a contact list of all businesses with in the District.<br />
• Divide list up amongst committee members- each member will make a number of<br />
cold calls to companies on their list to inform them of what the CEIC is and why they<br />
should join. </p>
<p>Long term ideas for marketing<br />
• Host an “invite- only” open house – “meet and mingle” cocktail party (can be host or<br />
no-host) with a short introduction from the President of the CEIC to present what the<br />
Council is. Etc.<br />
o Committee could approach business for sponsorship in location and<br />
maybe a one free drink minimum.<br />
o Would need sponsorship to pay for invitations </p>
<p>• Create a historical media drive on the business and growth of the District<br />
o Shop a story that highlights the history of the eastside, highlighting how it<br />
has become a vital manufacturing, employment district that embraces the<br />
concepts that the rest of Portland it driving to attain: high employment,<br />
mass transit commuting community, revitalization, small business owners,<br />
thriving mixed use businesses. </p>
<p>• Create an identity for the East side<br />
o The Independents person’s business center<br />
o The Central East side where your business can thrive<br />
o Open for work, open for play<br />
o Greatest opportunity for small businesses<br />
o We make things<br />
o Village of workers, village of entertainers<br />

<p>Bert Geiger opened the meeting and introductions were made around the room.</p>
<p>Graffiti Update &#8211; Marcia Dennis</p>
<p>Marcia stated that Burt Geiger&#8217;s building had been tagged; she thinks it is all &#8220;new&#8221; graffiti &#8211; nothing she has seen before.  </p>
<p>Cleanup crews were off during the holidays, as they have the same schedule as the public schools.</p>
<p>In connection with the Graffiti Task Force, Marcia sent 24 abatement notices to building owners since its last meeting in December.</p>
<p>On Southeast Third Avenue, an entire building was tagged on July 4; the owner has dragged his feet but, at long last, the cleanup is scheduled be done next week.</p>
<p>For the benefit of newcomers, Marcia outlined the definition of an abatement notice, the building owner&#8217;s responsibility and fees and penalties that can be imposed.</p>
<p>Marcia passed around copies of the Powerpoint presentation she will make at the Task Force meeting today which included the most recent graffiti photos.</p>
<p>A couple of prolific taggers have been arrested &#8211; ?Hyrax? and ?Hobo? (the Commercial Truck Leasing tagger).  ?Hobo? just came back to town, and we may have difficulty proving he was here a year ago when the Commercial tagging was done.  Another prolific tagger &#8211; Aaron Reimer &#8211; is back on Marcia&#8217;s list.<br />
Marcia distributed the tentative schedule of collaborative cleanups &#8211; one Saturday morning a month, beginning in March.  Those dates are:</p>
<p>March 15		July 12<br />
April 19		August 16<br />
May 17			September 13<br />
Jun 14			October 18</p>
<p>To sign your neighborhood up for this event, please contact the Graffiti Abatement coordinator as soon as possible at (503) 823-5860 or online at mdennis (AT) ci.portland.or.us .  Volunteers are needed &#8212; a minimum of ten &#8212; for all cleanup events.</p>
<p>Marcia also talked about the fact that the building that YEI owns is being sold, and the need to find another space to store the power washer and YEI&#8217;s operations.  Bert suggested that Marcia get information on how much space will be needed; then we can put out a notice.  Marcia will get that information to Karon.	</p>
<p>DA Office Update &#8211; Jenna Plank</p>
<p>Jenna talked about &#8220;Hyrax&#8221;, the tagger that was arrested on the 14th of January.  This was two brothers, with one doing the majority of the tagging, including approximately $10,000 damage to the new Hoffman Construction building on Belmont.  Both brothers have been indicted on felony charges.</p>
<p>Jenna explained that, for years, the DA&#8217;s office has treated drug related cases as misdemeanors.  Now, they are going to start charging repeat offenses as felonies.</p>
<p>Not much new on the Day Laborer situation.  A site is still being talked about, the primary site being discussed is right by the 84 bridge on MLK.</p>
<p>There has been an increase in transient activity in our area.  If you?re having a problem with transients, please call Jenna.</p>
<p>Law Enforcement &#8211; Robert Pickett</p>
<p>Thefts from vehicles still tops the list of crimes in the area.  Thieves are now going after GPS units.</p>
<p>The bike patrol is in force.  There are two officers who work a six-month rotation on bike patrol.</p>
<p>Last month there was some talk about a women&#8217;s shelter coning into St. Francis &#8211; there is no further information on that issue.</p>
<p>Transients are camping in force from the end of the Hawthorne Bridge to Water Avenue.  It is hard to find permanent solutions; there is really no one place for them to go.</p>
<p>ODOT &#8211; Bert Geiger</p>
<p>There were no ODOT representatives at today&#8217;s meeting.</p>
<p>Bert said that plaques of appreciation were given to the two officers at the December holiday luncheon cruise.</p>
<p>Parking Enforcement &#8211; Don Hunter</p>
<p>Don indicated that Parking Enforcement is in the process of education and reestablishing parking policies.  They are fast-tracking the need to rezone the areas.</p>
<p>Ken Swails stated that you can get &#8220;scratch offs&#8221; that allow parking for one day. </p>
<p>Susan Lathrom said that parking is a challenge and a problem for everyone.  There are a few people parking on the East side and crossing to the West side to work.</p>
<p>She said that they have passed out ?For Your Information? flyers in Zone G spots.  They will eventually have to ticket those vehicles.</p>
<p>Bert indicated that there was an article in the monthly CEC magazine about Ken and Susan.</p>
<p>Bert said that the CEIC Board is on a ?no loss? parking mentality &#8211; all city departments coming out to do work in the area and city agencies trying to steal parking spots.  CEIC&#8217;s stand is that, if they take up a parking spot, they must open up another elsewhere.</p>

<p>Bert Geiger opened the meeting and introductions were done around the room.</p>
<p>Graffiti Update – Marcia Dennis</p>
<p>Marcia stated that the new Graffiti Ordinance is in effect and a visit to a big box store.  She expressed some concern about the effectiveness of the Ordinance since neighboring communities do not have a similar law.  However, she also stated that the “locked or out of reach” aspect of the Ordinance may be the most effective part because paint used for graffiti is often stolen from stores.  Officer Castlio asked if paint will be traceable to the point of purchases, but Marcia said that the UPC codes and lot numbers are not specific to a store or particular chain.  </p>
<p>DA Office Update – Jenna Plank</p>
<p>Jenna was in trial and unable to attend the meeting today.</p>
<p>Law Enforcement – Officer Mike Castlio and Officer Robert Pickett</p>
<p>Officer Picket stated there are a lot of car break-ins occurring and laptop computers are a particular target.  He reminded everyone to keep everything in cars out of sight or locked in the trunk.  He also said that St. Francis may be planning to install a women’s shelter, which has Buckman Neighborhood very concerned.</p>
<p>Randy Lauer asked if they are seeing a rise in drugs and prostitution since the Drug and Prostitution Free Zone Ordinances were allowed to expire.  Officer Castlio said that he is starting to see more known drug offenders in the area and they seem to be brazen about their presence.  Randy suggested that we stay focused on these issues since we had vigorously supported continuation of the Ordinances.</p>
<p>Officer Castlio said he is working to get the County’s convict crews assigned to Portland Police.  He reminded the group of the incredible assistance provided by Deputy Don Bailey and his crew over the years.  Bert and Randy talked about making sure they received appropriate recognition soon and discussed possibly at the CEIC’s annual meeting next month.  Mike said most of his activity involves moving campers/”unwanteds” from place to place, but there is really nowhere for them to go.</p>
<p>Bert Geiger reported that the Day Laborer hiring center had been narrowed to two locations: the vacant Richie’s Deli on Grand and another building nearby on MLK, which is owned by PDC.</p>
<p>Mike and Robert explained their roles within PPB – patrol and NERT.  Mike’s role as the patrol officer is to respond to 911 calls as well as keeping an eye on the district.  Robert’s role as the NERT (Neighborhood Emergency Response Team) officer is to work for long-term solutions for problems as well as investigative matters that may take some time.</p>
<p>Parking Enforcement attended the meeting at Bert’s invitation.  Donald Hunter said their intention is to begin more focused enforcement of Zone G parking, but want to find business-friendly solutions to parking in the Central Eastside.</p>
<p>ODOT Update</p>
<p>There was no one in attendance from ODOT.</p>
<p>Next Meeting</p>
<p>There will be no December meeting since the third Thursday falls close to the Holidays.  Next meeting of the CPAC will be on January 17th at 7:30 at Eastbank Saloon.</p>

MINUTES OF MEETING April 19, 2007</p>

<p>There is a correction to the minutes of the March 15 meeting:  The minutes stated:  “Susan Lindsay said that she has serious concerns about day laborers having a center at St. Francis.</p>
<p>Susan was not in attendance at the meeting, so could have not made the statement.  Lt. Elmore had been discussing the livability mission that would begin in April, and had made the statement that he had spoken with Susan Lindsay who had expressed the community’s concerns with the day laborers having a center at St. Francis.</p>
<p>Randy Lauer opened the meeting with introductions around the room.</p>
<p><strong>Day Laborer Issues – Bob Wentworth</strong></p>
<p>Maria Rubio and Kevin Easton had invited several business people to talk about the issues of the day laborers and how they affect businesses.  The Mayor is forming a committee to discuss the issues (Bob is on that committee) working together for a long term solution.</p>
<p>Romeo stated that the city approved money in November 06, and had a stipulation that it must be used within one year.  VOZ is pushing to move faster.</p>
<p>Bob stated that one location had been discussed – on MLK across from the American Cowboys, owned by Joe Angel.  Bob indicated that there is no geographical reason for why they are at the location they frequent (6th and Ankeny).  He would like to meet to relocate them somewhere else.  Tuesday they will meet in the Schucks parking lot to talk with the day laborers and to try to solve the problem and move them elsewhere.</p>
<p>Bob said that this is becoming more and more of an issue with customer complaints as well as employees.</p>
<p>Marcia Dennis asked about the status of the homeless day shelters.  Bob said that that issue on the eastside is dead.</p>
<p>Randy asked Romeo if VOZ has staffing to be at the day laborer location, to which Romeo responded they did not.<br />
Bob said he is pursuing options, but that they must be agreed upon by the day laborers as a positive move.</p>
<p>Randy asked if CPAC or CEIC had written a letter to the mayor.  Bob indicated that, yes, there had been a letter, but that the matter is plodding along slowly.  He indicated that our day laborer and homeless issues are lumped together at city hall, but that we see them as two separate issued.</p>
<p>Marc Jolin from JOIN stated that the day laborer issue is not in a resolution.  He is on the oversite committee for homeless shelters, etc.  He said there may be a way to plug the day laborer issue back into the oversite committee.</p>
<p>Katherine Anderson from ONI discussed the funding.  She stated that the day laborer issue was given $200,000 for one year.  That money goes quickly with no guarantee of future funds.</p>
<p>Bob said we would wait and see.  The next step – at the Thursday meeting – will be to see if we can come up with a strategy to facilitate.</p>
<p><strong>Graffiti Update – Marcia Dennis</strong></p>
<p>Marcia said ONI is putting out a new RFP to solicit graffiti removal contractors.  They want to have the contract signed and sealed by June 30.  This will be a two-year contract.  There is no reason to think that there will be different people than now, but they still have to go through the RFP process.</p>
<p>Marcia stated that they are gradually getting people educated on reporting graffiti.  Reporting is up approximately 50%.  She also said that a lot of people are removing but not documenting, so there would be no way to prosecute.</p>
<p>Marcia again discussed Graffiti in Tahiti, a book for kindergarten through fifth graders, on why people feel compelled to do graffiti. She had put it into five schools.  She has been in touch with the Portland Public Schools and Centennial, asking them to put the books back into use.  A lot of the books could not be found.  Marcia has ordered 75 more to give to school police as a tool.</p>
<p>She said that there have been at least three sprees by taggers.  At 30th and Killingsworth, a guy was caught on camera etching windows.</p>
<p>The second spree involved a number of cars that were hit with stencil graffiti.  And the third was 13 properties that were hit on a Friday night by the tagger “OWL.”</p>
<p>Then on 30th and Alberta, the tagger “Fuck You Dad” was at work, also hitting the Victory Outreach Church.</p>
<p>Marcia said she that a reporter from the Oregonian issueed a public records request, wanting to focus his article on Jason Ehlers “Caveman.”  She said she denied the request.</p>
<p>There will be three more collaborative clean-ups between now and June 30, and then will continue again after July 1.  There are usually at least ten adult volunteers who show up and remove all the graffiti that has been reported.</p>
<p>Marcia said that Officer Miller is in Hawaii, and will be back on Monday.</p>
<p>She stated that she is seeing a lot of “sticker” activity – either clothing businesses or bands.  YEI caught a group of people putting up stickers, and followed them.  Marciae would like to consider taking action, she doesn’t know who they are, but she knows where they are.</p>
<p>Marc Jolin stated that there are teams of folks on the streets in the Brooklyn neighborhood removing graffiti.  To report a location of graffiti needing removal, go to <a href="mailto:graffiti@joinpdx.com">Graffiti@JOINPDX.com</a>.</p>
<p>Marcia said that the had met with the people that got the Crime Stopper reward for turning in the taggers over on Burnside Street.  Each of them received $100.  She hopes that that could generate more positive action.</p>
<p>Marc asked where videos, reports, etc. go.  Marcia said she manages a database.  Marc asked how effective is the video?  Marcia said she doesn’t know of any cases that have been prosecuted.  With video evidence, you need the person who set up the video to come to court to testify.</p>
<p>Officer Castlio stated that the downside of the video is that if you don’t know the person on the video, you don’t know who to look for or where.</p>
<p>Marcia said she is maintaining an average of about ten taggers per month being taken off the streets.</p>
<p>She said that <a href="http://www.myspace.com">MySpace</a> has been helpful in that taggers have been putting up photos of their own graffiti on their <a href="http://www.myspace.com">MySpace</a> accounts.</p>
<p>Marcia also admonished business owners:  If, when your building has been tagged, you are asked to do a civil compromise, DON’T DO IT.  If you agree to a civil compromise, the tagger cannot be prosecuted.  She gave an example of what happens when someone does agree to a civil compromise.</p>
<p><strong>DA Office Update – Sam Dowlatdad</strong></p>
<p>A graffiti arrest made in March – Charles Newton – has prior graffiti arrests.  He tagged a Tri-Met shelter, which makes it a felony.  The matter was sent to Matt Miller to do follow-up for prosecution.</p>
<p>This week Sam has been working with Southeast officers on a stolen car mission, using statistics where there are high levels of recovered stolen vehicles.  She helps to prosecute if they find someone driving a stolen vehicle.</p>
<p>She worked with Officer Law and served a search warrant on someone for delivery and possession of meth.</p>
<p>There was an arrest of a transient camping out on this side of the river.  He – Terry Prather – turned out to be a registered sex offender, and was registered as living in Northeast Portland.  He was turned over to the sex offender department of the Portland Police Bureau.</p>
<p><strong>Law Enforcement – Officer Mike Castlio</strong></p>
<p>Officer Castlio also talked about the arrest of Terry Prather.  Terry was arrested at First and Morrison for criminal trespass, erecting a building on private property, and for substance abuse.  Officer Castlio is hoping that, working together with JOIN, they can get him into housing.</p>
<p>Officer Castlio also talked about a local drinker, John Johnson.  He was housed at one time, but now is back on the street.  He looks like an intoxicated Santa – with white beard.<br />
Another major problem is a street person named Timothy Garside.  Officer Castlio talked with Sarah Goforth to get someone with detox involved.</p>
<p>The police are not working the camps as much, because of manpower shortages.</p>
<p>The major camp that they have been working is at First and Morrison &amp; Belmont.  They are finding cardboard, pallets, carpet remnants, etc.  The police went out to businesses to ask them to lock up the stuff that campers leave behind, preferably before they take it.</p>
<p>There are a lot of vacant buildings where homeless can and do congregate for days or weeks until someone turns them in.  Officer Castlio stressed that trespass agreements are not automatic security.</p>
<p>He stated that things around St. Francis have been relatively quite lately.  There are no campers around the facility as yet but, with summer months coming, it will become a problem.</p>
<p>Officer Castlio goes daily to the day laborer location at 6th and Ankeny to remind them to be good neighbors.  He is trying to educate them to stay in one place.  The city moves slowly, and businesses right in that area are affected more and more each day.  He said if he were “king for a day” he would offer port-a-potties and some food.</p>
<p>Marc Jolin said that he is working to get Terry Prather off the streets.  He said that some of the more familiar faces out there on the street will be in housing before too long.  Going forward, there will be more vouchers to get more people off the streets.</p>
<p>Officer Castlio said that he had a meeting one day last week on the corner with the day laborers.  Hopefully, they will go a location where drug dealers won’t follow.  Usually, by noon each day, the day laborers are all gone; the only ones left are the huffers, drinkers, drug users, etc.  Sgt. Elmore is working on a plan to deal with those issues.</p>
<p>Bert posed the question to VOZ and Police:  Why can’t they just ask the day laborers to move to a location away from the businesses.</p>
<p>Romeo responded that he had been at a meeting on Thursday.  He said that not all of them are doing bad things.  The day laborers want to cooperate, but we need to come up with a solution.</p>
<p>Randy said that our goal is to rid ourselves of the criminal element within the day laborers.</p>
<p>Mike touched on the way the day laborers conduct business, by “rushing” customers at businesses, thinking they can get work.</p>
<p>Marc asked the question:  Instead of just asking them to move, is there a way to discourage vehicles that pick them up?  By putting up signs or maps indicating that they can pick up the day laborers at another location?</p>
<p>Randy indicated that that is one of the alternatives Lt. Elmore is working on.</p>
<p>Katherine Anderson suggested giving the day laborers flyers to give to prospective employers stating that “As of _______ date, you must pick up day laborers at __________ location.”</p>
<p>Katherine wants to do business watch training, focusing on when to call which agency, how to secure your property, will cameras work for you.</p>
<p><strong>ODOT Update – Mike Glass</strong></p>
<p>ODOT cleaned the lower portion of the waterfront area and finished the area along the esplanade.  The small cubby-hole area at the bottom of the stairs has now been caged off.  There was a massive cleanup on the lower end.</p>
<p>Mike received a call from officers on Monday.  They had caught two taggers in the act of tagging ODOT property.</p>
<p>Mike indicated that graffiti has picked up in East County as well.</p>
<p>He will be working in Tigard in May in the Fanno Creek area – 99th and Main Street – caging off areas from transients.  Bert thanked Mike for the impact he has made in our area.</p>
<p>Officer Castlio also gave kudos to Don Bailey and the construction crews doing a great job of cleanup work.<br />
Metro, Portland Police and ODOT use him to take care of cleaning up illegal dump sites.  He said that Metro is getting hesitant to do cleanups because of liability.  The Portland Police Department is working with Metro to get a contract for them.</p>
<p>Randy said that we need to pursue giving Don a recognition from CEIC/CPAC/Police.</p>
<p>The next CPAC meeting will be held Thursday, May 17, 7:30 AM at Eastbank Restaurant.</p>
