Police to address trespass camper issue in CEID

If you’re business is located under or near one of the overpasses in the CEID, there is good news. With the cooperative efforts of David Lorati (incoming CEIC president), Havilah Ferschwieler (Office of Neighborhood Improvement) and various CEIC businesses relaying their concerns to the police and City Hall, police will resume their enforcement in high-impact areas within a week.

To fully understand how the situation got so out of hand, one needs to realize the stalemate with city hall and various groups who are acting as protective representatives for those individuals who camp on the streets.

If you wish to learn more about the situation, how it reached the level it has, and what will be done to reduce the impact on the area, attend the Community Policing Action Committee on Thursday, January 21st from 7:30AM – 9:00AM. The meeting will be held at 1515 SE Water Ave, 3rd floor, Mt. Adams conference room.

Washington-Monroe High School Update

On December 1, the CAC completed their task of recommending to Portland Parks & Recreation (PP&R) on the size, scope and program elements for the proposed community center.  The preferred “Option D” utilizes about 18,000 square feet on the ground floor of the high school and a 59,000 square foot new facility at SE 12th and Stark for the pool and gym facilities. 

A “fallback” option, Option A, was also recommend in case the high school option does not proceed with a private developer. Option A would also be a phased development with a total of 70,000 square feet.   PP&R will begin an analysis and conduct community surveys to determine public support for a bond amount to be voted on in November 2010.

A new appraisal on the property is expected mid-January 2010.  The Portland Public School Board is determining if a “Request for Interest” (RFI) will be issued to ascertain developer’s interest in acquiring and adapting the high schools upper floors into another use, most likely housing.  The goal is to have a developer selected by March/April 2010.

Burnside Bridgehead Framework Plan workshop Jan 27th

PDC, BEAM, and the consultant team spent November completing the initial tasks for the Framework Plan. This included project reconnaissance and the gathering of input from a variety of groups, including the URAC and CEIC Land Use Committee, on visions for the redevelopment.  

The first public workshop for the project, held on November 18 (at Olympic Mills Atrium), provided a forum for conversation between the project team and stakeholders early in the process. The feedback will be used to help the project team develop a draft Framework Plan, including three urban design concepts.

The second workshop on January 27, 2010 from 5:30-7:30 PM at bSIDE6 (524 East Burnside, 7th floor) will offer attendees a chance to comment and provide input to a draft Framework Plan.

Temporary Uses – Art Fence on Block 76
On October 16, the selection committee interviewed and selected one of three finalist teams. The LODGE team was selected to design and implement the temporary art work on Block 76 of the Burnside Bridgehead site. The selection committee met on December 3rd to review and provide feedback to LODGE on their design proposal for the site.

The committee approved the design concept, allowing LODGE to move to the next phase of their design process which will include meeting with the Bridgehead and Burnside/Couch Couplet project managers to discuss the technical aspects of the design; refine their schedule and budget; refine their design; and share their design with the Burnside Bridgehead CAC, CES URAC and the CES community.

Public comments sought on transportation capital plan

Multnomah County welcomes comments on its public review draft of the Transportation Capital Improvement Plan and Program (CIPP) for Fiscal Years 2010-2014. The purpose of the CIPP is to ensure limited public funds are invested in transportation projects providing the greatest public benefit. The CIPP is updated every five years.

The CIPP is a two-part process. The Capital Improvement Plan identifies and ranks transportation improvement needs on County roadways and bridges over the next 20 years. Multnomah County maintains 300 miles of roads and bridges. The network of roads and bridges lies outside the cities of Gresham and Portland, with the exception of five Willamette River bridges within Portland. Projects that accommodate all modes of transportation — motor vehicle, transit, pedestrian and bicycle, and improvements to fish passage culverts — are considered. County staff uses objective criteria to evaluate and score potential projects. Criteria include safety, congestion relief, support of regional land use goals, and community support.

The Capital Improvement Program assigns anticipated revenues to the highest priority projects for a five-year period. The program is reviewed by the County Transportation Division biennially, for programming corrections. The biennial updates adjust anticipated capital revenues to more current projections, and ensure capital project expenditures are allocated appropriately.

The public review draft of the CIPP compiles the list of uncompleted projects and new projects identified through the update process. Candidate projects were identified through public comments, from staff at the cities of Fairview, Troutdale and Wood Village, the County’s Bicycle and Pedestrian Citizen Advisory Committee and from the County’s Road and Bridge staff.
