Join Oregon Manifest urban cruise on Sunday November 1

In keeping with the utilitarian theme of this year’s Oregon Manifest, join Bike Gallery and some of Portland’s bicycle planners and engineers to explore first-hand the city’s bicycle lanes, bicycle boulevards, green boxes and some of the many features that have contributed to make Portland the country’s most bicycle friendly city.

This will be a an informative, slow-paced urban cruise under 12 miles so please leave the lycra at home! Bike Gallery mechanics will be on hand at all times to help with tour and bicycle support. If you’ve ever been curious about what Portland’s bicycle planners and engineers are thinking, then this is your opportunity to both experience first-hand some of the designs that continue to attract Portlanders to using a bicycle for transportation, as well as to discuss their thinking and future plans.

Following the tour there will be refreshments and a short panel discussion with Jay Graves, Bike Gallery; Mia Birk, Alta Planning & Design; and Jonathan Nicholas, founder, Cycle Oregon.

City of Portland has plans for changes in Garbage and Recycling

The Bureau of Planning and Sustainability is conducting a public review of the City’s Administrative Rules covering garbage and recycling for Residential homes and Commercial (businesses and multifamily/apartments). Starting on September 3 the 60 day advance notice went into effect prior to adoption of any changes.

You can see either or both sets of current rules and regulations here.

There will be a public hearing held on Thursday, November 5, from 4pm – 5:30pm in the conference room of the 3rd Floor of the Ecotrust Building at 721 NW 9th Avenue. Any changes will be adopted shortly after the hearing. In order to incorporate comments prior to the hearing, you must get your comments in by October 30, 2009, 4:00pm.

The following are among the changes being proposed in the Commercial rules:
1.Separation of the hauler and business portions of the commercial rules into two parts: The commercial rules (for haulers) and a new set of “business” rules (for commercial customers). There are very few, if any, substantive changes with the exception of new Containers in the Right of Way (CROW) waiver provisions in the business rules.
2. Changes in the permit and reporting requirements for commercial haulers and independent recyclers.

Big Pipe Update

Although it may seem like it’s been going on forever, the Big Pipe project is actually right on schedule. Here are the current projects being worked on:

SE Stark Street Closure Extended
The work at Outfall 37-3 (SE 3rd Ave and Stark St) continues to tie the existing outfall pipe on SE Stark St to the new 84-inch pipe on SE 3rd Ave. Completion of this phase of work includes stripping the concrete formwork, installing storm sewer pipes to the catch basins, filling the excavated area, and performing site restoration including repaving SE Stark St at that location. The revised completion date is early November.

TUNNEL
Rosie, the tunnel boring machine (TBM), is currently on scheduled to reach the Port Center Shaft on Swan Island in early November. Once the north drive is complete, the TBM will be removed from the shaft and transported back to the Opera Shaft where it will be refurbished in preparation for the south drive to the McLoughlin Shaft at SE 17th Avenue and McLoughlin Blvd.

PIPELINES
SE 3rd Avenue Pothole Restoration (between Morrison and Oak streets): Crews have completed the pothole restoration work on SE 2nd Avenue and SE Morrison Street between SE 2nd and 3rd Avenues. They continue the work to repair pavement sections at various locations along SE 3rd Avenue. The work is necessary to repair areas in the pavement where exploratory holes were dug to expose utilities earlier in the project.

Outfall 38-2 and 38-3 (SE 3rd Ave and Oak St): Work to install manholes and flow through pipes at this location will be suspended through the holidays and will resume sometime in early 2010.

Hawthorne Bridge Closed on Sunday October 18th

The Hawthorne Bridge will be closed to all users this Sunday, October 18 from 8 am until as late as 3 pm during annual maintenance work. During the closure crews will grease the counterweight cables and make adjustments to other cables that help to raise and lower the bridge. The lift span will be in the raised position during much of the work. The work is weather dependent and will need to be rescheduled in the event of heavy rain.

Alternate river crossings include the Burnside, Morrison, Marquam and Ross Island bridges. TriMet bus routes that normally cross the Hawthorne Bridge will be detoured across the Morrison Bridge. The closure will not impact river traffic.

The Hawthorne Bridge is the oldest operating vertical lift bridge in the nation. Multnomah County maintains the Hawthorne Bridge, five other Willamette River bridges and 300 miles of roads. For more information, visit www.multco.us/bridges.

Voice your opinion on the new light rail coming through the CEID

The Citizens Advisory Committee (CAC) holds public meetings with TriMet’s project staff to provide advice on the proposed light rail which will run from Milwaukie through the Central Eastside to downtown Portland. When you attend these meetings, you’ll learn more about the project design, construction, impacts on businesses and neighborhoods, and other concerns.

The committee represents neighborhood associations, people with disabilities, cyclists, businesses and institutions. CAC meetings occur the third Thursday of most months. If you would like to have your opinions, concerns or comments heard, please feel free to attend any of these meetings. The next one is scheduled for tonight:

City offers ecoroof incentives

Environmental Services is accepting applications from property owners and developers for incentives to construct ecoroofs. The deadline for this cycle of incentive applications is Tuesday, December 1, 2009.

Ecoroofs are lightweight, vegetated roof systems that replace conventional roofs with a layer of foliage over a growing medium on top of a waterproof membrane. They are part of Portland’s program to manage stormwater with facilities that work like natural systems. There are currently 173 ecoroofs in Portland, totaling nearly ten acres.

Ecoroof incentives fund up to $5 per square foot of an ecoroof project. In Portland, installation costs for ecoroofs range from $5 to $20 per square foot.

The city will spend about $500,000 on the incentives in this cycle, and will continue to make funds available until 2013. Industrial, residential, commercial and mixed-use projects are eligible. An Environmental Services committee reviews applications twice per year and awards incentives.

Clifford Apartment still waiting on financing

The renovation of the Clifford Apartments located on Morrisson is still in the works.

The project developer and owner of the Clifford Apartments is Innovative Housing, Inc (IHI). IHI has been
working to close complicated financing with the private lender and historic tax credit equity investors. PDC
anticipates closing their loan for the Clifford Apartments project later this fall. The building’s tenants have been
relocated to other IHI projects in anticipation of construction start.

Burnside Couch Couplet Update

The Eastside Couplet project is currently under construction on Couch Street, starting between 7th and 9th
Avenues. In addition, the Bureau of Environmental Services is completing some water and sewer work on Couch
St. and the Streetcar project is under construction on Grand Ave. and Martin Luther King Blvd.

BES has uncovered some additional water and sewer work on Couch which will delay the Eastside Couplet construction schedule about 3-4 weeks. PBOT now expects to complete the curbs, swales and signal work on Couch this winter. The grinding and re-paving will take place next season.
